Argentina firmó un acuerdo para proteger el océano y contra la pesca ilegal, en la ONU.
Este martes la Argentina dio un paso fundamental para proteger el océano y preservar sus recursos marinos: la canciller Diana Mondino firmó un acuerdo que, de ratificarse, permitiría crear áreas marinas protegidas detrás de la milla 200.
Esto implicaría que los cientos de barcos extranjeros que depredan el ecosistema sin control ya no podrían hacerlo libremente. Es inédito, porque, hasta el momento, no había regulación ni control en altamar.
Con esta firma, la Argentina se suma a las 90 naciones que ya rubricaron este instrumento internacional en el Marco de la Convención de las Naciones Unidas sobre el Derecho del Mar relativo a la Conservación y el Uso Sostenible de la Diversidad Biológica Marina de las Zonas situadas Fuera de la Jurisdicción Nacional, también conocido como BBNJ por sus siglas en inglés.
Para que este acuerdo entre en vigencia, 60 países (incluida la Argentina) tienen que ratificarlo. Por el momento solo lo hicieron 7, entre ellos Chile.
Proteger el océano y frenar la pesca ilegal
“Es un acuerdo histórico, que está regido por la Ley del mar y que la complementa. Son los dos acuerdos más importantes de la historia que regula la ley del océano. Esto complementa a la ley del mar, que no velaba sobre la conservación de los recursos”, explicó al portal TN Milko Schvartzman, asesor y experto en conservación marina.
Y agregó: “Este acuerdo es fundamental para proteger y avanzar en una explotación responsable de los recursos marinos que son patrimonio de la humanidad y de los cuales dependen en gran medida los países sudamericanos”.
La Argentina tiene a la altura del límite entre Chubut y Santa Cruz, pero detrás de la milla 200, el Agujero Azul, una de las áreas marinas con más biodiversidad del mundo.
Eso provoca que cada año cientos de buques pesqueros, en su mayoría chinos, depreden sin control la zona y capturen calamar y merluza. Si bien la Argentina puede controlar que no se crucen a la Zona Económica Exclusiva, no tiene injerencia de lo que pasa en altamar, en donde cada nación es responsable de sus barcos.
Si el acuerdo entra en vigencia se crearía un órgano regulador al que la Argentina podría referirse para crear áreas marinas protegidas en altamar. De aprobarse, el acuerdo sería vinculante. Los países tienen que respetar lo que decidan.
Además, los países miembros podrán exigir estudios de impacto ambiental antes de las exploraciones o explotaciones de recursos naturales y también compartir los avances tecnológicos sobre investigación marina.
El siguiente paso para el país es que la ratificación del acuerdo pase por ambas cámaras del Congreso y sea aprobado.
